Ralph Winter holds the Canada Research Chair in Business Economics and Public Policy in the Sauder School of Business at the University of British Columbia. He was previously Professor of Economics at the University of Toronto, where he taught in the Department of Economics, the Rotman School of Business and the Faculty of Law. Professor Winter has published extensively in the areas of industrial organization, the economics of insurance markets, regulation and competition policy. Professor Winter is an Associate Editor of the RAND Journal of Economics and is a Past President of both the Canadian Economics Association and the Canadian Law and Economics Association.

Professor Winter has consulted extensively on matters of competition policy and regulation, and in 2016 won the Bill Miller award from the Canadian Bar Association for an article published in the Canadian Competition Law Review. Professor Winter has served on Corporate Boards of Directors, including the Board of Wurldtech Security Technologies, a startup in the area of cybersecurity.
